What do religious scholars and muftis say about the issue that a person who is in a state of disobedience is advised; what is his Shariah status? Also, should the exhortation be done only "La ilaha illa Allah" or the whole word? Explain this too.
In the name of God, the most gracious, the most merciful
The answer is, with the help of King Wahhab, may God guide us to the truth and what is right. It is mustahabb to admonish a person who is in a state of naza, and the admonition should be done with the complete word of Tayyaba. Scholars stated that the wisdom of this admonition is that when a person is in naza, two devils come to him in the form of parents. One invites him to become a Jew, and the other invites him to become a Christian. The exhortation of Kalima Tayyaba will prove helpful in removing this whisper of Satan. It is obvious that only “La ilaha” will not suffice because many Jews and Christians also believe this. The cure for this evil whisper is the complete Kalma Tayyaba. Tayyaba should be advised so that this whisper of Satan can be cured.

If the text of Tanweer al-Absar and Shahrah is in Mukhtar: Al-Shahadateen, lan al-ul-awla la taqbal badun al-seconda “And he should be admonished by mentioning the shahadateen, this is mustahab, and it was said that it is wajib. Shahad of three, because one is not popular without the other." (The text is from Tanweer al-Absaar wa Sharh in Mukhtar with Rid al-Muhthar, vol. 3, pp. 91-92, published in Quetta).
The Prophet (peace be upon him) said: “Instruct your dead that there is no god but God. There is no Muslim who says it at the time of death except that it will save him from Hell. We say, Peace and blessings be upon him. Whoever’s last words are: There is no god but Allah, he will enter Paradise—and so in the proof, that is, he will enter it with the winners. Otherwise, every Muslim, even if he is an immoral person, will enter it, even after a long period of torment."
His saying: (And it was said that it is obligatory.) In Al-Qaniya, and also at the end, from Al-Tahawi’s explanation: It is obligatory for his brothers and friends to master it. He said in Al-Nahr: "But it is permissible because of the knowledge that it is recommended by consensus—oh, so pay attention." His saying (by mentioning the two testimonies) in Al-Imdad: "But rather I limited myself to mentioning the testimony according to the authentic hadith, even if he said in Al-Mustasfa and elsewhere: And he taught. Al-Shahadatin La ilaha illallah, Muhammad Rasoolullah." And let him be exhorted, the Holy Prophet (peace be upon him).
Because of the saying, “Admonish your dead to “La ilaha illallah," because no Muslim says this at the time of death, except that he is saved from the torment of the fire. And she said this: He does not say this word at the time of death, but that he is saved from the torment of fire. And because of this, "Whoever's last word is “There is no god but Allah," he will enter Paradise." Similarly, it is in Burhan, that is, he will enter Paradise with those who are successful; otherwise, a Muslim will enter Paradise even if he is a transgressor, even after a long punishment.
The saying of Imdadar Shahrah (and it was said that exhortation is obligatory.) In Qaniya and similarly in Nahaya, it is narrated by Tahawi that: It is obligatory for the brothers and friends of the deceased to exhort him. He said in Adh Nahar: "But this is permissible because it is in the river. Sexual intercourse is recommended. God, be careful." Saying of the Matan (with mention of the martyrs). It is in Al-Fatah: "And I have limited the mention of Shahadah in following the Sahih Hadith, and it is in the middle, etc.: And Shahad three means, “There is no god but Allah; Muhammad is the Messenger of Allah.” (vol. 3, pp. 91-92, published in Quetta).
It is in the Bahr al-Raiq: “(Wilfan al-Shahada) Ban says: “There is no god but Allah, Muhammad is the Messenger of God, and no one is commanded to do so.” According to the Sahih Hadith: He should be exhorted to martyrdom in such a way that “La ilaha illa Allah Muhammad Rasoolullah” should be recited with him; he should not be asked to recite it. This exhortation is due to this authentic hadith says that whoever ends with the words “There is no god but Allah” will enter Paradise. And there is an exhortation in it, so this hadeeth will benefit Istahbab. (Bahr al-Raiq, Volume 2, Page 299, Printed Quetta).
Sidi Aala Hazrat Al-Shah Imam Ahmad Raza Khan, peace be upon him, says in Fatawi Rizwiyyah Sharif: “May Allah grant death to the three martyrs with goodness.” Even at the time of death, one should read the Entire Kalima Tayyaba, which forbids Muslims not to listen to his abductions and delusions that he seeks the help of Satan. Imam Ibn al-Hajj Makki Quds says in Surah Al-Mulki al-Mudkhall that two devils come and sit on either side of a man, one in the form of his father and two heads of his mother. One says that the person should become a Jew and become a Murato Jew because the Jews are there from China. The other says that the person went to a Christian, so become a Christian because the Christians are very comfortable there. Scholars say that to save the abduction of the devil: a word of exhortation was ordered to the Muhtaqar. It is obvious that only “La ilaha illa Allah” is not the answer to his abduction. “There is no God but God." Jews and Christians also believe, yes, it is he who says it.
The temptations of the ma’alun are erased. The mention of “Muhammad, the Messenger of Allah," may Allah bless him and grant him peace. Say as much as: “If it is forbidden to you, then it remains forbidden.”
